       Solid/Hazardous Waste Management  

Our office is fully staffed and available to conduct subsurface investigations, soil, soil-gas, groundwater and lysimeter sampling for landfills and hazardous waste sites. We believe that this provides our clients with an opportunity to hire a responsive environmental contractor that will be able to quickly respond to their needs. Other aspects of hazardous waste management include Spill Prevention, Control and Countermeasure (SPCC) Plan. In 1989, the California Legislature found that in order to protect the state's people and natural resources from aboveground petroleum storage tank spills, an inspection program was necessary. The Aboveground Petroleum Storage Act (Act) became effective January 1, 1990. In general, the Act requires owners or operators of aboveground petroleum storage tanks to file a storage statement, pay a fee by July 1, 1990, and implement measures to prevent spills. An SPCC plan is certified by a Registered Professional Engineer and a complete copy is maintained on site.

       Site Investigations and Regulatory Compliance  

H&A is experienced in the development and execution of site investigations for the purpose of:

  • Confirming or refuting the suspected release of contaminants into the environment.
  • Quantifying the magnitude and extent of contaminant release.
  • Ascertaining the true risk to public health and the environment.
  • Developing cost-effective remedial actions.

We perform site investigations under various regulatory initiatives, including RCRA, HSWA, CERCLA, TSCA, CWA, TPCA, California LUFT, SWAT, and California State Superfund. These investigations involve the following areas of service that H&A provides for field investigations:

       Remedial Action, Treatment, and Disposal Management  

H&A has managed and implemented remedial action projects involving treatment of contaminated groundwater and soil, removal of leaking underground storage tanks, closure of industrial facilities, and the removal and disposal of contaminated materials. Our firm has extensive experience with the review and selection of disposal and treatment options, and has conducted projects utilizing solidification and stabilization of contaminated soils, bioremediation of hydrocarbon contaminated soils, metals fixation, and PCB incineration. H&A has implemented and completed many remediation projects addressing hazardous waste contamination in soil, groundwater, and other media including:

       Wastewater Systems and Treatment  

H&A has worked with municipalities, regional agencies, and other public clients in California for over 15 years providing a full service approach for the development, management, design, construction, and operation and maintenance of public utility systems.

Projects have included both new wastewater collection and storm drainage systems and the rehabilitation of existing facilities including; infiltration/inflow (I/I) studies and sewer system evaluation surveys (SSES).

       Industrial Facilities and Treatment  

H&A has experience in all facets of industrial waste permitting, design, and development.  Our projects have included a variety of manufacturing operations and treatment processes.  H&A's staff keeps current with technological advances in both equipment design and treatment processes, enabling the firm to analyze specific treatment needs and to provide cost-effective and proven solutions.

For waste treatment, a multi discipline approach is used to ensure that a comprehensive solution is recommended.  H&A's team of professionals are knowledgeable in industrial processing, identifying sources and boundaries of contamination, isolating waste streams, and using on-site measurements to develop design criteria.
